Working Setup: Part-time.
Working Arrangement: Hybrid (will be based mostly remotely, and requires travelling to the client's side in Riyadh upon demand).
 

We are seeking a distinguished Subject Matter Expert (SME) with a decade of dedicated experience in industrial sector classifications and regulatory frameworks to support the development of a Comprehensive Regulatory Reference Guide for Industrial Activities and Their Locations. The SME will provide authoritative guidance, ensuring alignment with international best practices and national regulatory standards across all phases of the project.


Key Responsibilities

  • Technical Expertise and Guidance:

    • Offer in-depth knowledge of industrial activity classifications, with a focus on ISIC-based codes and geographic requirements.
    • Provide strategic input to refine classification standards and regulatory frameworks.
    • Align deliverables with international benchmarks and best practices to ensure global competitiveness.
  • Project Delivery:

    • Support the execution of project phases, including gap analysis, benchmarking, guide development, and operational model design.
    • Oversee the development of classification standards focusing on environmental impacts, safety, and risks.
    • Ensure deliverables, such as manuals and governance models, meet project objectives and client expectations.
  • Stakeholder Engagement:

    • Act as a key liaison with stakeholders to address concerns, gather insights, and integrate feedback into project outputs.
    • Ensure stakeholder roles and responsibilities are clearly defined in the governance model.
  • Benchmarking and Regulatory Oversight:

    • Lead the evaluation of regulatory frameworks in five G20 countries to identify best practices.
    • Provide recommendations for aligning the Kingdom’s industrial classifications with global practices while addressing local regulatory gaps.
  • Operational Activation:

    • Contribute to the design of an operational model for the guide’s implementation.
    • Define protocols for guide updates, stakeholder governance, and issue resolution post-publication.

Qualifications

  • 10+ years of specialized experience in industrial classifications, regulations, and operational frameworks.
  • Expertise in ISIC-based classification codes and industrial regulatory practices.
  • Proven experience in large-scale industrial projects or regulatory guide development.
  • Strong analytical, problem-solving, and stakeholder management skills.
